Job Overview:
We are seeking a proactive and detail-oriented Health, Safety, and Environment (HSE) Officer with 2–3 years of hands-on experience in the construction sector. The successful candidate will play a crucial role in ensuring that all safety protocols are not only established and followed but continuously improved to meet local and international standards. This role requires a comprehensive understanding of the regional regulatory framework, practical experience in construction safety, and the ability to work collaboratively in fast-paced project environments.
Key Responsibilities:
Policy & Procedure Development:
- ◆ Develop, implement, and maintain HSE policies, procedures, and guidelines in line with local laws and international best practices.
- ◆ Regularly review and update safety protocols to ensure compliance with changing regulatory requirements.
Site Inspections & Audits:
- ◆ Conduct daily/weekly site inspections and periodic audits to assess adherence to HSE standards
- ◆ Identify potential hazards and risks; implement corrective and preventive measures.
Training & Awareness:
- ◆ Plan and deliver HSE training programs for all levels of staff, including induction courses for new employees and refresher training for
existing teams.
- ◆ Promote a culture of safety through regular toolbox talks and awareness campaigns.
Incident Management:
- ◆ Lead incident investigations and root cause analysis following any safety incidents or near misses.
- ◆ Prepare detailed incident reports and recommend improvements to prevent future occurrences.
Regulatory Compliance:
- ◆ Ensure that all operations comply with local, regional, and international HSE regulations (e.g., OSHA, local construction safety standards)
- ◆ Liaise with government bodies and external auditors during inspections and certification processes.
Risk Assessment & Mitigation:
- ◆ Perform comprehensive risk assessments for all construction activities.
- ◆ Collaborate with project managers to design and implement risk mitigation strategies.
Emergency Preparedness:
- ◆ Develop and manage emergency response plans and coordinate regular drills.
- ◆ Act as the primary point of contact for emergency situations and coordinate with local emergency services.
Documentation & Reporting:
- ◆ Maintain accurate records of safety inspections, audits, incidents, and corrective actions.
- ◆ Generate and present periodic HSE performance reports to senior management.
Collaboration:
- ◆ Work closely with project teams, subcontractors, and other stakeholders to integrate HSE considerations into every phase of the project lifecycle
- ◆ Foster open communication channels to ensure continuous improvement in safety practices.
Qualifications:
- ◆ Educational Background: Bachelor’s degree in Safety Management, Occupational Health, Engineering, or a related field
- ◆ Professional Experience: 2–3 years of demonstrable experience as an HSE Officer in the construction industry, specifically within the Middle East. Proven track record of managing HSE responsibilities on construction sites, including experience with regional regulatory requirements.
- ◆ Certifications (Preferred): NEBOSH, OSHA, or equivalent safety certifications.
- ◆ Technical Skills: Familiarity with HSE management software and tools. Strong understanding of risk assessment, incident investigation, and emergency response planning.
